Bike pumps work best. I honestly dont know why they arent called car pumps. Put the valve air presure at the the trye valve and pumps in the air presure to the trye.
High pressure in weather is cold, and low pressure is hot.
If the building is not air tight the presure should be just about the same inside or outside. If all the doors and windows are shut and you turned on the heat, the presure may be slightly higher inside.
