There is no argument. The recommendations are clear. Once the person has had the adolescent tetanus booster, usually given at 11-14 years of age, tetanus is recommended to be boosted routinely every 10 years. If you have a deep cut or puncture wound it should be updated unless it is well documented to have been given within the last 5 years. There is a new tetanus shot that includes a booster to pertussis (whooping cough - Tdap, Adacel, Boostrix) that was created because adults have been found to be getting pertussis. Usually they just cough for several weeks without making a "whoop", which is a bummer for them but also allows it to be passed on to kids. It is recommended that people under 65 get this shot if it has been more than 2 years since their last booster with the old tetanus shot (dT). One other factor, is that Medicare, in keeping with its tradition of paying for illness but not prevention, does not pay for tetanus shots unless it is to treat a deep cut or wound (but it is still recommended).
