Germophobia
One way to clean a toilet without touching it is to use a toilet brush with a long handle. Simply scrub the inside of the toilet bowl with the brush, then flush the toilet to rinse it clean. Handle by the base only. Do not touch the bulb with your fingers.

It is only bad if there is a woman in the house. Women, as a group, are rather squeamish about germs and greatly dislike the prospect of having to touch a toilet seat. If it's always left down, then there is no need for them to ever touch it.
