I know it sounds silly, but have you checked the furnace filter? Most problems start with a dirty filter. People dont change them often enough. You may also be experiencing a pluged capillary tube, dirty condencing coil, dirty evaporator coil, bad reed valves, ect.
You can`t... There is normally no relay on the indoor unit that starts and stops the outdoor unit. The switching of the thermostat starts and stops the condensing unit, if it is not running, and the thermostat cooling contact is closed, the problem is outside.

I have the same problem, I changed the thermostat but the problem still persisted. I have tried to bleed air from the system even removed the theromstat and still have the same problem.

i have the same problem. I took thermostat housing off the block, but cant get out thermostat. Any idea ?
