The title seems to be borrowed from the phrase Legally Blind, describing a visual handicap of the serious kind. This is a legal classification. Some years ago a Legally Blind man was governor of New York, though not directly elected by the people.
I think it must be a statement use in poetry because it means always a blind is kind because he can't see you so if u help him in passing road than he is really kind to you so that's wat it means blind is always kind I think it must be that because that fits it
Window blinds are of course made to keep sunlight out. With that being said there is a specific kind that prevents almost all light from getting inside the blind. That kind of window blind is called a blackout blind.

Things that guide dogs can help with are helping the blind cross streets and helping them walk, etc. they are also helpful by being loving and kind companions.seeing eye dogs help because they can guide the person around obsatcles, pick up things, turn on lights, open doors... the list goes on

Some blind people wear sunglasses because their eyes might look weird, like cloudy or deformed. Some people might not be fully blind, just legally blind, and be sensitive to light. Also, a deaf person wearing earmuffs would look extremely weird and they wouldn't need to wear earmuffs anyways, it kind of defeats the purpose.
