The intercostal spaces are the spaces between adjacent ribs, with each space being numbered according to the rib above it. The simplest answer is because the 11th and 12th ribs (the last two) don't articulate with the transverse process of their corresponding vertebrae. Thus, transverse coastal facets are not needed.
