A Latent Virus
A virus can enter a cell and integrate its genetic material into the cell's own DNA without destroying the cell or replicating itself. This integration can lead to long-term effects on the cell's behavior and potentially alter the cell's hereditary material.
many do this, most are RNA retroviruses. among these is HIV.
The virus is build to only react when it comes in contact with a certain type of antigen, let's say the surface of a certain cell. The virus will then inject his RNA or DNA into the cell which gives the cell instructions to build more virus particles.
First the virus goes into the cell. When its in the cell it "hides" and the cell makes a copy. Once it makes a copy the latent virus reveal themselves and then there are latent viruses in the first cell and the duplicated one. After that it copies it self in each cell and then releases.
It can do nothing. It needs the host cell to make more virus particles.

A virus the immediately takes over a cell's functions is an active virus. An active virus causes the host cell to make new viruses, destroying the host cell.
Permissive cell let the virus that replicate in cell without any limited but condition of non permissive cell is not suitable for replication of virus in cell.
