Histamine, allergic reaction basically, Astelin the only inhalant anti-histmine on the market that i know of usually helps with things like this.... cool compresses, ice pack with CLEAN DRY CLOTH(yes paper towels, DRY, can be used) around it can ease the discomfort temporarily but quickly if you need time for something such as Benadryl or any store anti-histamine to take effect. Do not apply anything, like hydrocortisone cream, topically. Do Not Scratch or Rub the Area. You can also try manual lymphatic drainage (lymphatic drainage massage) which will help the body naturally process out the histamine. YouTube.com has many how to videos on the subject if you search for lymphatic drainage massage(I believe massage by heather is one of the better series on the subject)
