You have about a 1-200 chances of being promoted to E-4 early by the BTZ board.
If you enlist as an AB or AMN then SrA will be put on at 36 months to the day you arrived at basic training. If you enlisted for 6 years or did Jr ROTC or had college credits or achieved a certain rank as a boy scout therefore coming in as an A1C you will put on SrA 28 months to the day you graduated basic training.
It should be two years from the date that you graduated basic training.
