Question not clear.
If you are asking whether you should wash your pubic hair whence menstruation starts (& continues). BY ALL MEANS. It is especially important a hygienic regimen, if for no other reason to reduce leakage & that odor (although it is somewhat musty, it may have a quasi-aphrodisiac effect on guys--it enforces the fact that you are a healthy, sexual girl.) But health comes first. It usually is not unhealthy if you don't (sanitary means are relatively recent and it's been a few million years, and we are all here. But less the mess.
They can wash their hair, there is no reason that they cannot.

It depends on their hair. If you have super curly hair you should wash it every other day... maybe every 3 days. If you have greasy hair then wash it everyday. If you have straight hair just wash it everyday. Mostly every girl washes her hair everyday.
Long hair takes more time to wash and comb out than short hair.

I am mixed black and white and need moisture in my hair. I dont wash it everyday because it is cheaper and better for your hair to not wash out the oils. I also dont like my hair greasy because I notice more acne I am 33 and have flawless skin. My advice wash your hair once a week use pink oil moisturizer and a silk hair cap at night and a leave in conditioner.
That's different from person to person? xD Most actually wash their hair everyday because of how much hairspray and stuff is used, but people with f. blue, pink, green hair and all colors, normally doesn't wash their hair that often because it washes the color out. And the more greasy the hair is, the easier it is to style it.
Sikhs are not meant to dye their hair.
then why do u wash your hair?
This is just part of puberty. The glands and hormones being released and working overtime causes greasy hair, spots, sweaty arm pits and feet. Just keep yourself clean and fresh and wash properly.
