This is a normal physiological state known as respiratory sinus arrhythmia.

The parasympathetic ("flight" component of fight or flight reaction) division produces a nerve that attaches to the heart, known as the vagus nerve.

During inspiration, the nucleus ambiguus in the medulla (lowest portion of the brainstem and controls our most basic instincts) sends off more action potentials to the vagus nerve, that depresses the heart's pacemaker, the sino atrial node, lowering the heart rate. During expiration, the nucleus ambiguus remains unstimulated and the heart rate appears to fall.
