In 1904, the French govenrment commissioned French psychologist Alfed Binet to find a way to separate children with normal intelligence from those with lower intelligence. This information was sought to keep children who had a tougher time learing from holding back those who could learn at a quicker, "normal pace." Today, the Standford-Binet is the most used IQ test in the U.S. It involves tasks such as following commands, copying patterns, putting things in order or arranging them properly. At least in Wisconsin, an IQ test is given to students who're suspected of needing special education. It is used (along with other data) to make judgements about a student's general intellectual functioning. From here, parents and educational professionals place students in the educational setting which will best support their development of academic skills.
