You can't. There is no way to get a dragonite in the wild.
You can go to either Dragon's Cave or Safari Zone and catch a dratini. They are very rare so this may take a while then train it up to level 55 for it to become a dragonite.
The only other ways are to trade from another game or use an AR cartidge to hack the game.
