To be able to build a Blood Elf character, you need to have an active World of Warcraft account with the Burning Crusade expansion installed. When you enter the character creation screen and build a new character, Blood Elf is one of the available races. Note that in order to make a Blood Elf Death Knight, you will also need to have Wrath of the Lich King installed, and need another character of at least level 55 on any server.
Yes you can play a Night Elf on WoW. Also Night Elves are Alliance.
If you have the battle chest then you should have the Burning Crusade expansion. If you have your account upgraded to BC than all you have to do is pick one. Also remember only the Horde can be blood elves.

No. if you do, the elf loses his magic.
No, there is no such race as Japanese on the Blizzard public server World of Warcraft. The 10 playable races in World of Warcraft are Human, Dranei, Gnome, Dwarf, Night Elf, Blood Elf, Troll, Tauren, Orc, and Undead. There may be a Japanese race on a private WoW server.
Night Elves are available in "vanilla" WoW. Blood Elves do not become available unless you upgrade to Burning Crusade. Note: if you want to make a Night Elf Death Knight, THEN you need Wrath of the Lich King (the latest live expansion).

Each has their own strengths. The Blood Elf Hunter can use his racial ability to gain a little more mana to continue fighting a little longer. The Orc however has a racial passive bonus to pet skills, the bonus makes the pet hit 5% harder. That along with the racial active bonus makes the orc the better race for hunters.
The Blood Elf mount trainer is at Thuron's Livery, just outside of Silvermoon City. Close to him will be a mount vendor. It should also be noted that since you are a paladin, the easier way might be to just go to your class trainer, and learn the spell to summon your Warhorse, which will serve as your mount. When you go this route first, then you do not have to pay for the first level of riding training, it is included when you learn the spell.
