Obviously you are a male asking this question. The answer is simple. Hidden by the vulva, a woman has a urethra the same as a man does, it just isn't visible from the outside. And just for your information.. because it is where it is a woman does/should wipe after urinating.

The urethra (the tube that women use to urinate, the same as men do) exits the body slightly above the vaginal opening and slightly below the clitoris. Because it is so close to the vagina, it can get little bits of debris pushed slightly into it during sexual intercourse.
