With composition shingles, no felt is necessary between shingle layers. This ability to place the shingles would be lost if covered with felt.

If the roof is less than 24 years old,you can re -shingle over the old shingles. But if the roof is over 35 years old it is best to remove the exiting shingles ans replace with new
