You can get surf from a guy that is in ecruteak city (where the kimino girls are) .after you beat the team rocket guy in the kimino girl place you get surf from a guy with a psyduck. Once you get surf go to olivine city and surf to cianwood. When you reach cianwood go to the pharmacy there. It is one of the houses past the gym. Also remember to battle the gym leader there. Once you beat him talk to his wife who is outside the gym you'll get fly. Then fly to olivine city.
