Sootopolis (probably spelled that wrong) city. You can find it on your map. You must have Dive, which you get From steven stone. His house is in Mosdeep city. You need that gym badge to use dive. find a dark patch of water as close to you can to where your map has the dot for sootopolis city, and use dive there. while underwater, search for a cave. it shouldnt be that hard to find. when you get inside the cave, click b, and it will ask if you want to return to the surface. say yes, and you will be in sootopolis city. you need to deal with kyogre/groudon before you battle the gym leader. they are in the cave of origin, in sootopolis city. hope this helped!
