Straight away! Be sure to toilet your new pup in an area where strange dogs have not been. Very young puppies will not have sufficient protection from vaccinations yet to keep them safe from dangerous and potentially fatal diseases like parvo. Parvo (and other diseases) can be spread by contact with contaminated fecal material. Ask your vet when it will be safe for your puppy to have contact with unknown dogs. Until then, carry him whenever you are in an area where other dogs toilet. Just to add - places where foxes could have been are also dangerous until the puppy's vaccinations take effect. You may think that your back garden/yard has been free from strange dogs but if there's a chance that a fox has "visited" then keep the puppy away until your vet says it's ok.
