It comes from the French "tissue", meaning cloth. Around 50 years ago, most of the tissue paper factories used to be based in France and back then they were producing very soft paper like cloth. This was used a medical paper. Over time, they began using heavier weight papers to create tissue papers ideal for wrapping clothes and products. That's where the name originally comes from.
