The body uses your extremities to control the temperature in your vital organs. Your body, when cold, will conserve heat by restricting the blood vessels in your fingers/hands and toes/feet so that the blood doesn't flow through them losing precious heat. This allows the core temperature to stay constant while the extremities are sacrificed, sometimes literally! In the summer, the vital organs need to stay cool, so the capillaries and such open up, or dialate, and cause heat to be radiated out by the body.
