Maybe there are no shelters available, or they have problems which keep them out of the shelters. The functioning poor might also suffer mental or physical illnesses which keep them from taking proper care of themselves.
Then there are health problems. If you have Diabetes or kidney disease, or you are up in age, you might have body odor. If you are poor, you might not be able to afford proper medical care.
