The bathwater tends to have some Cl- ions in it (as does tap water) purposefully put there to help kill germs and other pathogens.

There is a lot of them there and comparing it to water is just the fallacy of composition- just because one atom is invisible to the naked eye, it doesn't mean all doors are see through. Same principle with the water, really. Not forgetting that the enamel gives it a slightly colored tint too.

On a quantum level, what is happening is that the photons (light particles) are interacting with the electrons orbiting the atoms in the molecules of water and Chlorine. The electrons then do what is known as a quantum leap, changing states to a higher energy level, before immediately de-exciting and emitting a photon of light.

The photon will be of a longer wavelength than that which was absorbed, or in other words, will be towards the violet end of the visible electromagnetic spectrum.

It's a similar process to fluorescence, but is made possible but the presence of Cl- ions.

Same thing happens in the sea, but to a greater level- salt is Sodium Chloride, and the Cl- ions allow their electrons to excite more easily, because there is a weaker attraction between the nucleus and the valence electron.
