The Human Development Index or HDI is a statistics of education, income and life expectancy used to rate or rank countries into tiers of human development. Education, life expectancy and income of a country is calculated to know the level or rate of a country.
Life expectancy can be defined the range of time that is expected to stay in life. In most cases, when life expectancy is referring to the average range of time. That is a citizen is expected to live in life. It is considered as one of the indicators of a level of development.
A region with a low level of development may have poor health services, poor water quality and poor transport systems which may impact on life expectancy. If there is low water and food availability or quality, general health would suffer and this would lower life expectancy. If the health services in the area were poor, such as limited/no access to doctors, medication, hospitals, etc. then sick or injured people would not receive the help they need. This would also lower the life expectancy. If transport systems (such as roads) were non-existent or in poor condition, then supplies and movement would be limited. This would prevent things like the importation of medicine and movement to find water/food/medical services.

It is basically how rich or poor a country is and how well off the people are. E.g Countries in Africa are less developed while countries like the UK and US are more developed.
