It just might be that it doesn't work. Or try, if you have, another Pokemon game pearl diamond or platinum then trade your Pokemon there. now restart your game, then trade them back

I think that means you hacked that Pokemon and it cant be traded.

you must trade it to platinum pearl or diamond and level it up by the moss rock. as long as you trade it back to the original trainer afterwords, it wont act like a traded pokemon, so make sure your eevee is from your heartgold game.

THAT depends on the person trading it. If it is a cheater, it's OK but if it is a hacker DON,T because the hacked pokemon will have a lower ID number. And if the person chaught it on their own im shure they wont want to trade it. Hope this helps!
