Although you could have worded this more properly, and I'm usually against answering things on sites like this, I have to answer before some dumb American gets to it before me, because they will assume that this is a tiny, 2 inch penis, because they don't bother to understand the metric system, so to you all, hear this, 16-17 cm is 6 and a half inches, and it is above the average for a 13 year old, so yes, you are fine.
