No, as you have said you are a "late developer" and now that you have begun to develop you should find that your height and penis length will increase as part of the process of puberty. Puberty is very variable and the normal range over which it can start for boys is from 9 years of age right up until the late teens. You have already started puberty (a while ago if your penis has already grown to 4.5 inches) so you're not actually a late developer as such, you are in fact well inside the normal range. An average adult erect penis is approximately 6 to 7 inches long and as a "late starter" of 15 years of age you probably have a few more years of puberty to go through. At 15 years of age a 4.5 inch erection is well within the normal range of penis lengths.
