I would not accept his words, I would want to see concrete evidence that he has done something to improve his emotional health. Did he seek professional help? What other efforts has he taken to ensure that he can now cope with the relationship? Ask him these questions and understand that if he only has regrets, that isn't enough; he needs to want to do these things or nothing will change.
