It all depends. If she transitioned early in life, she would pass well as her female self and not bother anyone in womens' restrooms. But, if she unfortunately didn't find herself until later in life, transitioning isn't normally as good and she will be very masculine and may scare some people in womens' restrooms. You know, we can go in them all we want. It's just a matter of what others' reactions are.

And it is actually a requirement for surgery. We have to live full-time as our female selves which includes clothes, bathrooms, behavior, et cetera, before we can get surgery to grant us the correct genitals.
