We restrict which inmates can go where and in which order. We let Dorm A release its inmates to go to class first. When they are on their way, then we let Dorm B release its inmates. At no time do we say, "Everyone out and go where you are supposed to go. You know what you are supposed to do." Then you get to care. You care for the inmates by walking them to the dining hall, feeding them, and returning them to their dorm. You make sure they get to their bunks and bed safe down for the night. Care means safe. By making sure that you maintain care, custody, and control, you make sure that you will be able to walk out of the gate after 8 hours of work.
