A health and safety statement is a contractual agreement between management, employees, supervisors and upper management that states all the responsibilities and risks that they all have to follow.
In the US, a written Health and Safety Policy statement is not required by any law or regulation. However, it is always advisable to have such a statement, as part of a good Health and Safety Program, regardless of the size of the organization or the nature of its activities. One of the criteria for being certified to ISO 14001 or one of the other Environmental Health and Safety management standards is to have such a statement, but as these standards are voluntary, no organization is required to meet them.
