Harbor wave.
A harbor or bay is by definition on the coast.
Safe Harbor can have several meanings. It could be taken literal as a harbor for the safety of ships in a storm. But the legal definition is a regulation that eliminates a person's liability if that person preform an act in good faith with the standards under the law.
'Habor' is a Biblical name for the river now known as Khabur, which flows through Turkey and Syria.

Depends on definition. A harbor is a place where boats can anchor, usually part of a bay. The Charleston Harbor is 17 square miles. By comparison, the San Francisco Bay -- depending on what you count -- is between 400 - 1600 square miles. Boats can anchor almost anywhere in the San Francisco Bay... but what part of that bay is officially considered a "harbor?"
