Almost all colognes and perfumes contain alcohol. During surgery, surgeons often use cauterization equipment to "burn" the ends of blood vessels. Saws and other electric or electronic devices may be used. Any of these tools can give a spark and could catch fire. If alcohol-based cologne or perfume was on the skin, the fire would "flash" across the skin, causing widespread burns.
