There are many factors to sizing ac units.

The geographical location of the residence. The number of windows, levels etc. The way the house faces and so on.

Typically if you over size a unit then you do not give the unit to get into its efficiency zone (a few minutes after it starts). It cycles on and is short time cycles off. You also do not allow the ac unit to remove the moisture in the air of the house and you get a cold clammy feeling. If you undersize, then the unit runs all the time full and uses energy constantly. Ask your local ac installers to size your unit.
