I am assuming that by "facet injections" you mean hydrocortisone injections at the site of spinal facets for pain relief. I still get them about every 6 months or so. I have a combination of osteoarthritis and degenerative disc disease and the injections do help manage my pain.
Epidural steroid injections have been used to treat pain due to cervical herniations for many years now. For the most part, the injections are safe and effective. There have been some cases of complications, but this is true for every medical procedure.

A small part can be a small part of anything you wish to name. A facet has a more specific meaning such as, any of the surfaces of a cut gemstone. Even in anatomy, it still refers to any smooth area on a hard surface - a bone for example
Antiinflammatories and rest will help somewhat with the pain, but the actual damage will not heal itself. Over time scar tissue should form which may stabilise the meniscus and the joint somewhat, but osteoarthritis will still develop. Normal treatments for osteoarthritis will then be needed. The jury really is still out as to whether release of the meniscus is better than nothing, or even complete removal
