Lots of drug users are MacGyvers. What I mean by that is they will find creative little ways to break up/do their drugs. I wouldn't automatically assume somebody was doing drugs because they had plastic utensils though, that would be a bit far fetched unless there was other evidence to go hand in hand with that.
