You've just detailed the best season for work out! (I'm assuming winter, obviously more tendency to rain during this particular season.. at least in CA, where I'm from...) Anyways, to the point! There's going to be absolutely no side effects if you're working in a controlled environment.. that is, indoors. In fact, if there were to be any side kicks they most likely would be beneficial- you'll be more compelled to hit the gym because it's cold and cool outside- would you be more inclined to hit the gym during the humid slathering of summer heat or coolness of a calm winter? I'll take the winter season anyday. As far as practicing in the rain, it's most definitely doable- when running, make sure you're firmly grounded on an all weather track. Not only with this ensure the quality of your workout, it'll cement the safety of your body. Regardless of meterology, the weather should never be an indicator of whether to work out or not. Work out because it's good for you- if you're resorting to letting nature depict your work out status, you aren't fully committed by any means... and maybe, don't have that great of ambitions to exercise in the first place, so make sure you review WHY you are doing what you are and what it is going to accomplish for you.
