Toothpastes are used by people to wash their faces primarily because of the lower level of 'soap' which dries up their skin and strip the skin of their natural 'oilyness' which acts as a protection on the skin. There has been numerous complains from facial wash users that certain brands makes the skin feel tight. This is a result of excessive soap, which removes the facial oil.
On top of the lower level of soap, toothpastes are also slightly alkaline (pH >7) which is used to cleanse the skin, akin to facial washes.
Hence, there are people in the world who uses toothpaste as a facial wash although the rest of the constituents in toothpastes may not come in useful when used to wash face.

Their is no specific way to treat acne at all stages of life. It really depends on how daily you wash your face and the condition on your skin.
