Yes they can--it's called 'addiction'. They cause a physical dependence too; so do not stop taking them suddenly or you will go through 'cold turkey' withdrawal.
Scientists and researchers alike will say yes. Smokers of marijuana sometimes doubt if it does, because the effects of withdrawl aren't as obvious as opiates, for example. The psychological dependance synptoms are stronger than the physical dependance symptoms, but are there none-the-less.

No drugs cause emotional dependence, unless you have an emotional relationship with them. If you're speaking about psychological dependence, you're in luck, I have an answer for you... Hallucinogens are typically thought of as creating little to no psychological dependence. These include LSD, DMT, STP, 2-CB, etc, etc, etc... Most users of hallucinogens willingly cease to use the drug after a certain number of experiences without any negative side-effects. Marijuana is a gray area. Some argue it causes dependence, some argue it doesn't. From my personal experience, this depends largely upon a) the person using it, b) the circumstances under which the person is using it, and c) how much of it the person is using. I don't know if the drug ITSELF causes dependence so much as the familiar actions of breaking up the drug, rolling or packing it into a smoking receptacle, lighting, puffing and passing it do. Heroin, Vicodin and other opiates definitely cause dependence, although the withdrawal from these can be controlled fairly easily with other drugs and a strict rehabilitation regimen. Cocaine and amphetamines have a very high tendency to cause dependence, but similarly to heroin and other opiates, treatment is possible even at advanced stages. Alcohol and tobacco are two of the most addictive and dependency-causing drugs that exist in this society. You can actually die from alcohol sobriety if you are a heavy drinker who quits suddenly. Stopping smoking cold turkey can cause severe anxiety and other unpleasant side-effects. Put simply, hallucinogens (psychedelics, as the case may be) and marijuana are the least likely substances to get hooked on.

"Opiate Naive" is a term used to describe people who do not have a tolerance to opiates. Opiates are a group of medications, that if used reguarly, produce physical dependence/tolerance. Somebody who has a tolerance to, or a physical dependence on, opiates will be able to tolerate much higher doses of opiates than somebody who doesn't. A tolerance to opiods (opiods are a type of synthetic opiate - examples of opiods include Demerol (pethidine) and Methadone) will also result in tolerance to opiates and vice versa.

LSD has very little to no chance of producing psychological dependence. Nearly all psychedelics are resistant to psychological dependence due to the nature of the experience (i.e you would be greatly aware of any compulsive or addictive behavior and would stop). LSD has in fact been used to treat other drug dependencies such as alcoholism.
