Impromptu speaking tends to have more "random" topics (film titles, quotes, proverbs, names, etc.) while extemp is news oriented. Impromptu also has less time to work (get a topic, have 2 minutes or so to prep, and then 5-6 minutes to talk). Extemp gives the speaker a topic, they have 30 minutes to prepare a speech with citations (extempers use a box full of articles of research), and then have 8-10 minutes to deliver their speech. BOTH events allow for speakers to use a note card during their performance.
