The infusion rate is based on the needs of individual patients, the concentration of the solution, and the intent of use. Some drugs are injected into liter (or larger, smaller bags) of saline, dextrose solutions etc. and the rate is controlled by experience and ongoing evaluation of the patient not only for the drug but for the hydration of the patient. If this question was asked with a more specific drug in mind it would be helpful. Also, so many IV drugs are infused through the catheter and bypass the dilution process and are given as a bolus "shot".
