Usually you don't unless you're the police or a rat that has been caught with evidence and has directly seen the illegal activity of the dealer. Think about it this way: are famous rappers getting busted as soon as they boast about selling cocaine in a song? No, they need proof or it's just hearsay. You can really cause yourself some problems if that evidence isn't present (legal or non legal issues can both result in those accusations).
