Use a little finger nail polish remover on a cotton ball. Turn the cotton often, and change it until the highlighter comes off. After it comes off, apply lotion...it's very drying.

If you spray Hairspray on the dried stain then rub it around, it should come out... but wear rubber gloves because it gets all over your hands and that is a little more difficult to get off.
