A knee scooter is typically not electronically powered. One of the reasons for using a knee scooter is to allow the mobility of your uninjured leg to maintain movement during recovery to prevent muscle atrophy. If you have one leg injured and use crutches or a wheelchair you will be getting little use out of the uninjured leg where as this is not the case with the knee scooter.
There are some newer model knee scooters which have a small battery on them and are equipped with electronically powered brakes to assist with stopping, but do not assist in forward propulsion and there are a few models that are fully electric but this is not standard.

I live in Schofield, WI and yes it is illegal to drive a gas powered scooter on the streets. Even an electric scooter is illegal.
For just a regular, non-electric, non-gas-powered scooter, you do not need a license.
