Well all I can say is, that I just did them both at the same time. I have a Ventolin Inhaler because I got sick recently. It's only temporarely and well. The process I just "hypothetically" took was
Step 1. Inhale Ventolin haler and hold in.
Step 2. Inhale Marijuana in while still holding in the medicine from the Ventolin Inhaler.
Step 3. Release breathe.
I did that twice because it says only to do the Ventolin Inhaler twice so yeah. I would say the Ventolin almost worked to really bring out a full impact of the marijuana. hypothetically of course. Anyways. hopes this helps you out.
