In adults yes, there are many prescription cough syrups that contain codeine. In fact, it is a pretty old medication, in many countries like France codeine cough syrup is freely available OTC.

However, there is no conclusive evidence that codeine is an affective antitussive in children.

Codeine acts as a cough suppressant due to a key component's (Ampheno-Triambulate (ATB)) stimulative powers when introduced in the vicinity of a patient's adnoid glands. ATB's short chain polymer structure dissolves when in contact with low acids such as those found in saliva releasing a burst of carbon atoms coating the adnoid's membranous covering and subsequently penetrating and deadening the nerve structure which normally carries the signals that would result in coughing. The effect is similar to that of dental anesthesia. The biological halflife of what penetrated the adnoid's membranous outer layers is approximately two hours thus limiting the length of time the treatment is effective.
