According to my education, when the menstrual cycle approaches and occurs the body is retaining excessive amounts of fluid (hence the reason for many PMS pills that control water weight gain and bloating)it is almost like the body is dehydrated and holds excess fluid to compensate. So this is definitely a normal side affect but the extent of your problem may question the issue of seeing your physician.
