makes them grow. keep them as close as possible without burning them/ drying them out. Lights can be closer if plants are kept cool. ie fan or the natural temperature of say an unheated basement. If your only growing a few plants i'd use cfls. Constantly readjusting them can be annoying but you get far far far far far far far better results with the right combo of cfls. You can't have any other bulb for as cheap as they are as close to your plants giving them as much usable light than the cfl. Please try and prove this wrong i beg u
