I'm not 100% certain but having read a report on what it was used for it seems to be used for gynaecological surgery and involves some sort of blad/circular disc as it "rotates at speeds of up to 1000rpm. According to the notes the blade is located at the tip of the device, making it hard/mpossible to see where it makes the incision during surgery.
