As far as I can tell, the only difference is the brand name and the price. The active ingredient in Rogain and the generic Walmart brand is the same and the store brand is about 1/2 to 1/3 less in price. I've used the Walmart brand for several years and it works well. It might not work for everyone but if Rogain works, then most likely the generic brand will work also.
